Kangana Ranaut Agrees to CBFC Cuts for 'Emergency' Film Certification

Kangana Ranaut, the director, co-producer, and lead actress of the film 'Emergency,' has agreed to make the necessary cuts suggested by the Central Board of Film Certification (CBFC) to secure the film's certification. This decision was announced during a hearing at the Bombay High Court on September 30.

Background and Controversy

The film, which portrays the period of political turmoil in India during 1975-77 when former Prime Minister Indira Gandhi declared a state of emergency, has been under scrutiny due to its portrayal of historical figures and events. The CBFC had suggested a total of 13 changes, including 6 insertions, 4 exclusions, and 3 modifications, to avoid any misrepresentation or controversy, particularly regarding the Sikh community.

The controversy arose after various Sikh groups complained that the film portrayed the Sikh community in a negative light. The CBFC's recommendations included the removal of violent scenes and references to Jarnail Singh Bhindranwale, who was referred to as 'saint' or 'sant' in one of the dialogues. The board also requested the deletion of dialogues and visuals that showed the targeting of non-Sikhs and the removal of a phrase praising Sikh militant Jarnail Singh Bhindranwale.

Details of the Cuts

The CBFC's counsel, Abhinav Chandrachud, informed the court that the cuts would not affect the movie's length, amounting to less than one minute. The changes include the removal of words like 'Sant' and 'Bhindranwale' from certain dialogues, the deletion of a dialogue between the former PM and the Indian Army top brass, and the removal of visuals and dialogues that show the targeting of non-Sikhs. Additionally, the filmmakers have been asked to insert static texts indicating 'real footage' where used and to submit documentary proof for all stats, statements, and references in the film.

The filmmakers, including Zee Studios, have chosen to comply with the CBFC's recommendations to avoid a prolonged legal battle and ensure a smoother certification process. The film, which also features prominent actors such as Anupam Kher, Shreyas Talpade, Mahima Chaudhary, Milind Soman, and the late Satish Kaushik, was originally scheduled to release on September 6 but has faced delays due to the certification issues.

Next Steps

The next hearing in this case is scheduled for October 3 at the Bombay High Court, where the CBFC will review the revised version of the film and provide further updates on its certification status. Zee Studios has already submitted the necessary documents outlining the implementation of the suggested changes.

The decision to agree to the CBFC's cuts is aimed at ensuring the film's theatrical release without further delays, highlighting the sensitive nature of films that deal with historical and political subjects.
